working in an unfinished building?

Guys I just want to know if this is legal or not. Our employer moved us into a building that is not yet totally finished. Only 1st-4th floor is working. They are still working on other floors. YOu can see the hollow blocks because they are not yet cemented. And of course no elevators yet. Please let me know. Thanks! This is really inconvenient for us.
