If a deal is ruined because of an action of a board member, is the condo responsible then to buy the unit at the asking price

This should be outlined in the rules and regulations of the condo association which should have been made available to you when you purchased the condo originally. There are not hard and fast rules for condo associations, since they own the land and building they set their own regulations.
