First of all, did you know that you can give her Tylenol and then 2 hours later give her Advil, follow the dosing instructions of course, but it will help with the teething pain, also an ice cube wrapped in a washcloth and tied off with a piece of string or a rubber band, and let her chew on it or get the teething rings that you can freeze, both of these things were lifesavers for me when my daughter was teething. As far as the inhaler goes, if I were you I think I would ask the doctor about a nebulizer treatment rather than the inhaler. It would be easier on you and her. All the best to you and your little one. Also, see if you can get a grandma or grandpa to give you some advice on how you or your baby's daddy was soothed while teething. Oh! I just remembered this one, the really hard beef jerkey works well for helping a baby teethe.
