Kolkata traffic - Can it ever change????

Most of the people dislike Kolkata because its noisy traffic...People are stuck in traffic jam for long hours..It irritaes many people, specially in summers when you start sweating waiting for the car infron of you to move..there are no traffic rules and there are so many rash drivers..Are the taxis real cause of this outburst in the road traffic? I just wish that someday the road transporation is better organised.
