getting a broadcaster to commission a program

I have a concept, footage and trailer for television program on underground hip-hop, specifically UK. The purpose of the show is to highlight the growing scene and the elements affiliated with it. I would like to know how to go about getting it on the right channel, that would bennefit the program the best way possible.
