Idling By-Laws Good or Bad?

On July 18, 2006 Vancouver City Council, Canada enacted a bylaw prohibiting parked vehicles from idling for more than three minutes. City bylaw enforcement officers will issuing $50 tickets for violations (including taxi's), $100 for trucks and unlocked unattended vehicles.
The City claim it is an education campaign focused on showing how reducing idling makes good environmental and financial sense. Is this a waste of time? Does it make sense that we have to pay fines for using gas we have alread payed for? Give me you opinions please.

i live in Pennsylvania, PA and I know in the winter it gets cold here and i like to start my car a head of time and let it warm up for like 10 minutes so that it is warm for me and my son. Now i know in CANADA it gets alot colder then here so I am sure you do the same thing, so how can they do that. Most new cars have better emissions on them so they do not pollute the air like older cars. This is not fair.

I hear you 100% even the taxi's are not exempt to this and the are not happy. Thanks for the post.
