What is a proxy server? How is proxy internet connection done?

what is a proxy server? How does that work? In internet explorer when we click on Tools menu and then Internet options and choose Connections tab there is a heading which reads "choose settings if you need to configure a proxy server for a connection". How is the proxy connection done?
