Proactive Talent retention Strategy

My boss asked me to design a system that can keep track the talent in a company. Does anyone come across this type of system? For me, it will be like a talent management system that will help the company to manage the talent. I feel a it tough for me because I was from the technical background, a bit hard for me to handle this type of HR thing. But I treat it as a learning. I have learn a lot since I started to design the system. Talent management should start with identify, accessment center, engagement, develop,monitor. Each stage must clearly defined and documented. When there is some updates, process must clearly documented in the system.
