If your dog gets loose from your yard and attacks and badly injures someone?

Who should the authorities hold responsible? Often here, the dog is put down. Or do you think the dog should be given a second chance and the owner fined instead?

My dog hates the newspaper boy everyday whne he comes at the door my dog starts baking like cracy, the other day he was loose and got the chance. I guess he was waiting for the newspaper boy, the moment he was at the door, my dog went running behind him barking like cracy, he chased him all the way till the high way but did not hurt him or bitrhim, I guess my dog only wanted to scar him

The owners should be held responsible. Owners can't just allow their dogs to wander from their yard if they know there is potential for their dogs harming someone. Imagine how you would feel if your child was mauled by a loose dog? I am not sure about putting the dog down, but the owners should definitely be punished.

it really a tough question, ultimately the owner is responsible for the dogs action but some dogs have to be put down because once they have attacked a human they will be inclined to do it again.
