Hate crime? Kids Beating Up on the Homeless

Its starting to be a big problem here in florida, around Orlando, Cocoa Beach, and even daytona beach. Kids as young as ten and as old as 18, who are still in school. I remember hearing about kids paintballing the homeless in New York City, and found it funny when i was little. But since i moved down to cocoa beach, and made some friends who choose to be homeless, its not so funny. Florida's Lawmakers are debating adding homelessness to the state's hate crime law. There is currently a big debate about it. Regarless, they need to so something, beating up a person, if they are homless or not, needs to have some kind of punishment. Although adding homelessness to a hate crime would mean tougher punishments, and would have to prove intent based on prejudice. I want them to put a tougher punishment on beating up homeless people, they have no way to defend themselves... Do you agree, disagree? What are your views?
