How do clothes get dried in cold seasons?

Coming from a country that does not see the 4 seasons, I was wondering how people get their clothes dried during cold weather. I assumed everyone had a dryer in their homes but when I went to Europe in autumn last year, I was surprised to find that people hang out their clothes to dry in the cold weather. The clothes are so cold when you take them in that I was wondering whether they were still wet or not. Could someone please enlighten me?

Most people in our area do use a dryer but yet some people still prefer to hang there clothes outside as a dryer really takes a lot of power and will put up your power bill each month and also like the smell of the outside on there clothes as they feel it is a fresher and cleaner smell . My mother in law hangs her clothes out all winter and they do dry they might take longer to day outside and are cold when you take them in but once the cold sets out of them they are still dry and have a nice clean smell to them .

Interesting! Thanks...sounds so silly for me to be asking this question but I guess I take it for granted with hot weather here most of the time.
