During war time...Is man more vulnerable today than he was 60 years ago?

I was watching an old movie last night... "The Dam Busters" It was the story where an Englisman had to design a new bomb which would skip on water in order to demolish some huge dams in Germany. Today... I cannot think of any man's made structure who could resist a bombing attack. It seem that our technology has made everything to protect the lives of the military personal... while inflicting the maximum damage to civilian life. What do you think?
