Is tough love the best thing for a family member with drug addiction?

One of my family members has a terrible drug addiction.
I feel like I am enabling him by giving him money. Is
tough love the best way for someone to come to terms
with their problem? Or should I continue to give him
money until he finally decides to seek help on his own?
