Are beach cities potential time bombs?

I have noted the trend of sea based natural disasters like Tsunami, elnino, tornadoes, Typhoons all generating from the middle of the sea and approach the coastal cities with havoc. It is not clear to me whether those who built thes great cities at the sea-shore anticipated these dangers. Are sea-shore cities a time bomb?
