Your Credit Rating !!!!!

I have so many friends in the US who always tell me that they are concerned that their Credit Ratings are going down and that they are not able to do anything about it. Most of them have lots of credit cards and they do a balance transfer all the times that bails them out. They say, the Credit Ratings is bad only mostly for those who live on "Federal Aids" and the US Government is not doing much on this front. How do you manage your Credit Ratings ? Do you agree that the US Government is not doing enough to help people who want to improve their Credit Ratings ?
