is being a serial rapist a psychiatric problem?

It amazes me that there are men out there, who stock women and attempt to rape them in areas where such women can not get help. There is a man in my village who will not hesitate to rape a woman regardless of age, whenever he gets such a woman in an isolated place and alone. Is this a psychological problem?
