It depends on what definition of number you take.
In simplest form 99 would be the largest number.
9 raise to power 9 is another possibility but then it's not basically a number but merely a power.
There is another possibility that is to divide any number by 0 which will result in infinity. like 1/0 = infinity.

All you have to do is to take 0 and 0, fuse it together and you'll get an 8. Tilt it down so you get the infinity symbol. That's the largest number! =P

It is definitely 9 and another 9 written after that in superscripted position. This gives Nine into the power of Nine. The result is the massive number 387,420,489 which is nearly 400 million. Is there anything larger than this?

EVerybody here is right.. for two digit number, the highest is 99. but thinking about your question,it might be tricky, coz you say 2 not the word two, and you repeat it. for your own "might" be riddle question, the answer is 22 for two digit number.. or 22222222222--infinity because you didn't tell how many digits are there when we can only use 2 as number.
