What should be the criteria to recruit Freshers from the pool ?

Many companies visited my Campus and took many of our students..many are placed but there are still a few who r not yet recruited..I found out that students of high calibre still missing out where as the average ones getting selected...What do u think is the criteria of selection???Do u think something more has to be added to the selection procedure or some extra characteristic is to be sought out in the candidates?
