How can we save our atmosphere from industrial gas emissions?

You look at the sky lines of most industrial cities and there is foggy atmosphere that blankets the sky. Such are the greatest dangers to ozone layer and the culprits are usually those powerful statesmen who can not advance policies that gravitate towards a reduction of gas emmissions. These cities are also homes to thousands of mechanically propelled engine cars/trucks. What is the way forward to reduce gas emissions?
