Why PayPal is not available in my country.

Hi, friends I'm from Sri Lanka. But PayPal is not available in my country. Can any body explain me what is the reason? Lots of paid to read site are paying only through PayPal. But I was unable to register because they pay only through PayPal. If there is any alternative to this please tell me what can I do? Thank you.
