How to get accurate publishing reports

You have a publishing contract based on sales reports. Publisher is shady, who regulates publishing industry to allow you accurate reports of volumes published?.

I do not think that anyone keeps track of how many violumes are published, besides the publishing house. Is your contract with a publishing house or a contractor who then find a third party to print your books? What country are you in? There may be rules associated with your specific country.
