what software is best for digital scapbook?

i've been influenced by a friend making this stuff and i found it interesting. but i can only make simple scrapbook because of the limited designs which is available in the in the free sites.. im planning to buy a software if theres available here. what software is the best?

Use Publisher or Word or even Works. It's only a word processor that can accept graphic input into a template.
Can't you just do it with what you have?
Or maybe just make a blog? That's pretty close to a scrapbook.
