I've also noticed this to myself and i take some exercise for this. Everytime I am seated infront of my computer or whatever and wherever I am, I make some streches. I do some head exercise such as rotation, bend, ans stretch back so that the skin on my chin will also strech.

double chin - chin
I heard that a few servings of tofu a day helps with that.. add it to a smoothie or something.. some people are a little scared to try tofu but when I started this health plan once it called to use alot of tofu, it just takes the taste of whatever its cooked with.. the thought of tofu did gross me out and I found that taking it as a smoothie worked for me.. I would take some yogurt (I used fat free strawberry), a tiny bit of orange juice, a couple scoops of tofu, sometimes I would add blueberries and then blend it and drink it like that.. or you could make a stir fry and add it... thats pretty much all I know that helps for it besides jaw exercises where you tighten your jaw and neck and move your mouth around..
