Why do electric fan direct air towards you when it rotates clockwise and sucks air away from you when it rotates counterclockwise?

It is because of the angle of the fan blades. The leading edge of the blade "cuts" into the air and compresses it toward the trailing edge of the blade, pushing it away from the fan. So, whichever edge of the fan blade is going forward, the air will move in the direction of the "back" edge of the blade. Boy, that's really hard to describe without using pictures, hope it makes sense!
