Personally, I think this is ridiculous. If I was a business owner, I would not turn down a customer. I know some may say it is disrespectful, but I think not(unless it is a woman without a shirt:D). How can it be...

shirtless The notion of "health regulations" is a myth. I have checked in several places, and there are no such regulations.
