Virigina Tech Shootings, who's fault is it?

After the killings of 33 human beings, the university school president comes out and says that they made the right decision with them delaying their response to the students by 2 hours after the shooting. The reason was that there are many students close to 7000 in total and to not create panic. The cops say that it's an isolated case form the first shooting so they delayed their response as well. Now, do we blame the crazy kid for the shooting? The cops? The school? The teachers? Or the students just for being stupid themselves for being close to the attacker after the first shots were fired?
