towed vehicle with my tools but not my car

My son and girlfriends car was wrecked and towed to a yard. My son had some of my tools in the car. I want my tools back, but the towing company said they will not release anything until the bill is paid. The car was totaled and they have no money. How can I get my tools back? Can I take them to small claims court and can I get a restraining order on the car if I have to. The tools are only valued about $200 but valuable to me.

Since the car was wrecked, are they going to have it moved to a dealership or shop to have is appraised by the insurance company? If so, you can remove your items at the body shop. Who is going to pay the bill? If it is the insurance company, have your son or his girlfriend call and get the payment pushed through (most companies will do this). Bad news is, depending on what state you live in the tow company can legally hold your personal items as long as they want to ensure that the bill is paid. I am surprised they towed the car with personal belongings in it. Every time I have had my car towed I had to remove everything from it.
