tuitions for school children

Why nowadays tuitions are must to all school students? Whether the teachers and not able to make them to understand the subjects or to get extra income? Most of students are telling that the teaching of lot of teachers (not all) are not understandable and they thought that the particular teacher is not aware of that subject fully. Why?

As a rule, no. The exception is a special school where a child is educated on account of disability. a portion of the fees may be deducted as a medical expense, subject to the usual 7.5% of AGI rule.
