Existence of fisrt class and second class citizens?

I watched babel yesterday!!!
I am wondering if one of the point of the Director is the existence of two types of citizens throuh out the world. Fisrt class citizens (americans, europeans, etc) and second class citizens (third world people). What do you think?

that isn't sure.somepeople certainly study well.they will learn language qiuckly.what's more,world is full,you even know nothing to do!!
