Helmets for motorcycle riders, to wear or not to wear?

Just barely 3 days ago, three high school students riding on a motorcycle met an accident. One is seriously injured; fortunately the two are fine. A student leader of our university met another motorcycle accident, resulting to his death two years ago. The list could go on and on. Judging from these accidents involving motorcycles, I can say that they are not safe. However, since we cannot prevent people from owning motorcycles as it's a most practical means of transportation, I guess parents should seriously consider the use of helmets for their children who are driving their motorcycles to and from school. Of course I understand that people find the helmet cumbersome and impractical. But I think it is time to look for ways to keep our motorcycle riders safe, and one option is to use a helmet. Big cities like Manila, Bangkok, the U.S. and elsewhere in the world require their motorcyclists to wear helmets. I don't see any reason why we should not even consider its use, when in fact it is for our safety. Can we be open for discussion on the topic?
