Cowboy Symbol racist or abusive to animals?

Currently living in Wyoming I have heard we have been denied having this image on our state quarter. It is a popular symbol and are state and even the entire US. Is this right or do people really find this symbol offensive?

I think this has to be political correctness gone made hun, what on earth can anyone find offensive in a picture of a cowboy on a horse.

Sorry, I made a mistake saying that we were denied the image because it has been sent to press. However it was not an easy process do to the political correctness that surrounds us today.l
