Catholic Church says there is no limbo

Recently, the Vatican released a new teaching saying that there is no "limbo", giving renewed hope for mothers who lost their unbaptized infants. Prior to the new announcement, there was a belief that infants who died without receiving the sacrament of baptism will neither go to heaven nor to hell; instead, they proceed to this so-called "limbo". What can you say about this new announcement? Why do you think the Vatican eleased this after so long? Is this a sign of a renewed Church?
