reservations in india

A simple question to the public.
how far is it right to give reservations to various classes based on a cencus taken 70 years ago?
An amazing fact is that in India the reservations are still given based on a cencus taken in 1931.
and now a more hallish deed by the govt. by trying to introduse this reservations to internationally standarded IITs too.
is it agreeable to anyone with atleast a little sense.
to such an institution the sole criteria should always be eligibility.
