Computer gurus help me to understand, please

I have used DOS a lot over the years and became familiar with Windows 98se but the lingo of XP puzzles me a bit. Can you help me understand "Mount in the following empty NTFS folder" in terms I can understand? What does mount mean exactly? I want to format an area of a new SATA drive for NTFS I guess and I might want to be able to boot from it. Am I on the right track with where I am partitioning and the above quoted question? Any data you can offer might help me to understand what I am doing better... Thanks!
