I wasa just thinking about someone elses post-wanting an honest program. Is there a link and a site we could go to that checks on programs, it they are scams or not?

the 500cents-500dollars site wuz such a scam.i made like 300 dollars n learnt dat it wuz not gonna pay.i got pissd,

Do You know any blog or site that describes the scam sites? If no, how about we make one on blogger or something like that?

you could search the web or one better way is to know the link popularity of the site. If the link popularity is way too low, I don't think that will be a good site for investing your time. Link popularity is like how popular the site is. If the link popularity is high, then there's a good chance that it is really real. So you can check link popularity in sites like http://www.submitexpress.com
