if any indian is opens a new paypal account under mylot site, is he required to take legal permission to operate and receive account in india at his place?

I think no permission is required form indian authority to run a paypal account. Better you use your credit card to get transferred the money from mylot. This is the easiest way of getting money. Mylot also pays through cheque but its amount is around 60-70 $ minimum, as I read in one of topic one month back.
