how to understand Have Wanted ,and To Be ?

Is this a homework or someone told you that?
that person (presume that a girl because the sentence says SHE) ok? the girl means that in the past you always wanted that everything to be (after to the verbe to be will not take any tense) well organised and neat!!!
if you continued the sentence maybe i would have been i na better position to explain that to you... Specify wheter its a homework!!!
