Are the shootings cultural?

What, honestly, is the reasoning and cause behind these shootings in America and why does it not happen, ever in the rest of the world? Is it possible that it is because we don't have any guns? Is anyone going to do anything about it ever or are they just going to distribute more guns amongst the people? This is a good example of the rights of people not protecting the basic right of people - safety. The world looks on at utter madness and it seems that America does not realise that this simply does not happen anywhere else in the world....
