10 month old has a FOID card?

Illinois has issued a 10 month old a gun permit. The child's father filled out the application and paid the $5 fee. He put on the application the correct information, height 2 feet 3 inches, weight 20 pounds and scribbled where the signature should be after the child's grandfather gave him a 12 gauge Baretta shotgun as a gift. Illinois does not have an age restriction on the cards. They basically scan the cards to keep guns out of the hands of convicted felons, those that have a order of protection against them or those that have been convicted of domestic battery. Do you think there should be stricter gun laws? Should a 10 month old be able to hold such a permit?
