Google adsense.

One year back Google had deleted my adsense account for self clicking / invalid ref pages etc.
Now I have applied for a new adsense account with different email and blog. But google has not approved it.
I still access the old gmail account which used for disabled adsense account in my pc.
Can you please tell why?

I think they simply ban by IP, and once banned is always banned I guess.
