Master or PH.D?

To be as a foreign student in the US, I have to decide which degree to apply.My major is about oil storage and transit,By the way,which university or college does well in this field,can anyone give me some advice in specific? Then I've heard that without master's degree in my country,I also can apply for the PH.D,but it will take me longer time to graduate. In contrast, master's degree only needs around 3 years,but it's more difficult to get fellowship,and I need money very much. Plus I prefer to get a job than do research in my future career,so which will be better? Thanks for every response.

I think phd is done after doing masters degree, post the question a bit clearly

In fact, a foreign student can apply for phd without master's degree.it's ok.

Well i really don't know. I don't know what to choose. I'm going to take master degree in sweden. Why?? because for me, a bachelor only give me a basic knowledge. I want to advance my knowledge in specific area, but i still need some guidance on my study.;)
