Political question

I have a question regarding politics. This should not in anyway start a contoversy cause it isn't that type of question. I have noticed here in the states that they will televise politicians signing bills into law and other important documents. When they do so I noticed that they have to sign in many different places. So here is my question ... I have noticed that each signature is done with a new pen and each pen given to one of the people standing around the politician. Why do they do that? (see I told you it shouldn't start any problems LOL)

They use different pens so the people attending can have a souvenier of the day. Its a stupid practice, but a lot of times, the bills are suggested by every day people and the politicians think this is a way of repaying them for their good citizenship. Personally, I think that lowering taxes, or increasing social spending would be a better thanks.
