mk, well my laptop i have is a dell, and yesterday when i went to go on it, i turned it on, and it said " windows is starting up " so i waited there for 5 minutes and it sat there, saying the same thing, so i turned it off and on, and it just went back to that screen! Today in the morning, i checked the computer and it is still saying that!! I love that computer and have my iTUNES and documents all saved on it, is there anyway to fix my computer??? i would like to not have to have someone come in and fix it.

Unplug your computer. Plug it in again, then boot in safe mode (press either Delete or F8 while booting, differs in every machine). If it boots successfully in safe mode, then there must be an application that's taking too long, and failing, to load while booting. If this is the case try running msconfig.exe then go to the startup tab, turn off all the unnecessary programs then boot again.

Do you have a store near you that specializes in dell computers? Here in the US we have a store called best buy and we can take our computers in and they will look at them, diagnose the problem, and fix it if that's possible. I have taken our laptop and desktop in several times. I had a hard time getting the laptop on the internet when we first got it so I took it to make sure it was working. And obviously it was me doing somthing wrong. But maybe if you could find either a dell seller or a computer parts store around you, they could fix it. Or you could call Dell and ask them.
