Power cuts: Should Mumbai be spared?

Maharashtra is reeling under a severe power shortage, like many other states in India. All cities in Maharashtra face up to six hours of power cut and rural areas are in the dark for 16 hours daily. Shouldnt Mumbai, like the rest of Maharashtra, also be subject to load shedding? Why should the financial capital of India be spared of power cuts? How can Maharashtra -- and indeed, India -- tide over this power crisis?
