caught in a catch 22 it seems

we take of a small property that has 4 rentals on it for a lady until she sells it. we have great people here but one family. the guy that owned it has just let them move in then he passed away now his daughter is looking after it till she can sell it. she has left me and hubby in charge of the place though. well this one family is just gross. there yard looks like hillbilly junction. they got another pet and it is a pup and they never take it outside. they have roaches like you wouldnt believe and we are getting them now cause of them. yuckkkkkkkkkk. well we told them there would be a 175 deposit for the pup they said they wouldnt pay it. they refuse to clean the yard. they dont take care of anything. now see there mom rents another place here and she is great but she cant get her kids to do the right thing either. we dont want her to move. the loan on this place has to be paid and if we tell them to leave and then there mom does too then the place cant afford its loan. they know this too. any ideas
