Why can those SCAMs survive?

There're so many scams now, and I think many have been cheated. I think, since so many scams have been proved, why can those site keep cheating those who still do not know? Why is there nobody to fight against those sites? Is there some laws that protect the legal rights of our website users? I'm sorry that I can not be such a person coz hardly any such sites is set in my country. But I think anyhow, they should be set in some counties, right? Why can those sites keep working? I'm quite confused about that...
