How long should someone get unemployment benefits?

In my country you could actually stay on unemployment benefits for a long time without being asked to get a job. I know many people that actually do not bother to look for a job at all. Should these benefits be limited in time according to the age of the person? Or should we be more strict in following up on misuse? Or should we get rid of it alltogether
