you cannot turn on a computer remotely, unless it is on already and just in standby mode. Then you need Wake On LAN turned on. As for the computer, you need what people use is a machine that is always on and it can turn on the machine remotely. I know about this company that is huge that has machines or other computers that turn on servers or restarts them remotely. You can even turn them off, then turn them back on. The company is based in California, but they have Servers they work on in Japan and China that they remote control.
