Paypal - Can i do this in Paypal?

I have some money in paypal - i dont know much abt if a few months back, but i have some money there - a lil amount that i r my online earnings. but my account is not verifed, i applied for credit card in the bank, but it is hoigly overdue - looks like its stuck n will take some more time. What i want to know is that if we can send money from n unvefied paypal a/c to another paypal a/c - my freind has a credit card, he siad that he will make a paypal n get it verfied , n ican sedn money in his a/c n withdraw. Also do u know if we can shop n making payments from my unverifed paypal? is that possible?
