how to start a business in afghanistan?? Not in narcotics..

does any one know how does a person start business in afghanistan?? i'm a lawyer and was asked this question as to how do we get hold of afghanistan laws!! i had no answer.. i tried searching on the net as well but its proved pretty futile.. the only laws that i could come across was about narcotics.. I need to know how do i get to the chamber of commerce or ministry of finance or something in afghanistan.. Can anybody helf??
